FO 18R – Senior Financial Analyst – (92407)

The Office of the Comptroller General (OCG) is the lead governance organization for the financial management function in the BC government. This governance function is provided through financial legislation, core policy and procedures, delegation of authority, compliance reviews and audits.  As the Chief Financial Officer for the Province, the Comptroller General prepares and publishes British Columbia’s financial statements, including Public Accounts. The Comptroller General champions improvements in accounting approaches across the BC Public sector.

The Financial Reporting and Advisory Services Branch works with standard setters and cross jurisdictional representatives with respect to evolving accounting standards. The branch develops, manages, participates and implements high level accounting improvements and common accounting approaches across government.  

The Senior Financial Analyst leads and/or participates in corporate/branch projects related to revenue and expense accounting, chart of accounts, and Corporate Accounting System and data warehouse functionality. This role also produces a variety of financial statements and schedules for Public Accounts, monthly reporting and other reporting requirements. The Senior Financial Analyst ensures the integrity and sustainability of the Province’s Chart of Accounts and  the data being captured and processed is organized and structured in a manner which allows for effective and efficient decision making and financial reporting.

The public information team specializes in making complicated information easier to understand and more accessible through plain language and is made up of the forms, web, publications, and outreach teams.

Our Forms Officers are responsible for updating our division’s approximately 375 forms and envelopes and creating new forms and envelopes as needed. Most of the division’s forms are filled out by taxpayers and used by Revenue Division to administer taxes and tax credits. Forms Officers maintain a comprehensive database of our forms and envelopes, and they handle printing requisitions for any printed materials needed by the division.

Forms officers work closely and collaboratively with their colleagues on the public information team and with our partners in Revenue Division’s program areas to understand business needs and produce comprehensive public information that allows taxpayers to fulfil their tax-related obligations.

The Property Transfer Tax section of the Property Taxation Branch monitors all property transfer tax transactions submitted through the Land Title and Survey Authority and ensures compliance with the Property Transfer Tax Act (the Act), regulations and policies.  Through the conduct of audits, teams ensure the correct tax is paid and/or exemptions/adjustments claimed are valid and accurate.   Annually property transfer tax accounts for about $2 billion or more in provincial revenue.

The Audit Team Leader is accountable for planning, organizing and leading the delivery of property taxation audits with a team of auditors and audit analysts. Tax return reviews are primarily focused on the determination of fair market value and complex exemptions under the Act. The position ensures the program and policies are strategically designed and implemented to minimize tax revenue risks, maximize compliance and taxation revenue return and meet the Ministry’s strategic objectives and performance measures.
