ADMN O 27R – Sr. Property Acquisition Coordinator – (101007)

The Senior Property Acquisition Coordinator is responsible for managing all property acquisition activities and delivery of property for complex land acquisition projects with multiple stakeholders, including high value projects with significant public visibility.  This position is responsible for resource budgeting, contract management, market valuations, procurement of legal land survey, appraisals and other consultant services, road closures, expropriation and related project management. This position leads, plans and manages property acquisition projects for fee simple properties, Crown land, gravel pits, statutory rights of ways, temporary licenses and easements, and land exchanges. The Senior Property Acquisition Coordinator works with considerable independence and demonstrates professional expertise, substantial initiative, wide discretionary judgement, and creativity in property acquisitions addressing a variety of issues, risks and contingencies, while engaging with tact and decorum. This position provides expert advice on land tenure issues in support of First Nations land transfer and exchanges, working closely with Indigenous Relations staff to provide advice on property issues that may impact sensitive negotiations.  The Senior Property Acquisition Coordinator assumes a leadership role within Regional and Provincial properties groups and supervises the work of employees as well as industry consultants. The Senior Property Acquisition Coordinator will act as a subject matter expert on initiatives related to provincial policy, programming and business planning.

ADMN O 24R – Contract Performance Officer – Closing date extended – (100749)

Facilities Contract Management (FCM) is a branch within the Real Property Division (RPD) of the Ministry of Citizens’ Services.  RPD is authorized and mandated under the Public Agency Accommodations Act to provide a broad suite of real estate services to public agencies. RPD serves the accommodation needs of approximately 30,000 public servants in the British Columbia Public Service and many more in the broader public sector. The real estate portfolio has 15.4 million square feet of space, including 6.7 million in approximately 475 owned buildings and 8.7 million in approximately 1100 leased and managed buildings. The portfolio includes office space, court houses, health units, correctional centers, highways yards, forestry compounds, laboratories, warehouses, storage space and residences.

The Contract Performance Officer (CPO) plays a leading role in the day to day management and oversight of province wide outsourcing agreements for property management and the related services.  The CPO monitors contract deliverables and ensures services and standards meet contractual requirements primarily through on-site inspections, process audits and issues management. 

The CPO supports and balances requirements of internal and external clients, the Division and Service Providers while upholding contractual requirements in a fast paced and evolving environment. Establishes and maintains relationships within the Branch, Division, clients and the Service Providers through a variety of initiatives that impact the delivery of property management services. Uses sound judgement to resolve escalating issues and maintains confidentiality on sensitive matters at all times. Client relations, tact, diplomacy and short term planning are essential. Contributes to and supports triple bottom line outcomes of sustainability (economic, social, environmental or ecological) to evaluate performance from a broad perspective to create value.

Real Property Division (RPD) is within the Ministry of Citizens’ Services.  RPD provides accommodation and real estate services to government ministries and broader public sector (BPS) customers and clients.  This includes the following responsibilities:

ADMN O 15R – Leasing Assistant – (96731)

To provide financial administration for RPD leasing projects which impact directly on the performance and delivery of government objectives.  Supports all aspects of the leasing process with Lease Managers, Landlords, real estate agents, mandated customers (ministries), BPS customers (e.g. Health Authorities), outsource providers (e.g.  CBRE, and other stakeholders to provide the best value lease solutions for government accommodation.
