BAND 3 – Manager of Indigenous Child Care Policy

The Manager of Indigenous Child Care Policy is responsible for developing provincial policy that facilitates the realization of provincial goals and priorities in the area of child care, and for the analysis and recommendations for the development of provincial policy responses to federal early learning and child care policies and investments.

The Manager of Indigenous Child Care Policy manages ministry-wide policy analysis, integration, development and implementation work on issues that impact the child care system, and ministry-wide impact studies of early learning and child care policy options. The Manager of Indigenous Child Care Policy undertakes policy development projects by defining the scope, approach, timelines and deliverables and leads projects through all phases, including problem definition, consideration of strategies and implications, research of issues, development of options, and selection of alternatives for recommendation.

The position also ensures the coordination and direction of medium- and long-range planning activities within the ministry specific to child care. The position prepares program materials including policies and standards, prepares and coordinates proposed legislative changes and drafts Cabinet and Treasury Board submissions.

The Manager of Indigenous Child Care Policy leads a team of policy analysts to: lead policy initiatives by working collaboratively with a broad range of ministry staff, cross-ministry partners, Indigenous partners, community partners and other stakeholders; act as the senior subject-matter expert on a range of child care programs/services and issues; and develops and supports strategic direction and planning to support the long-term implementation of government’s vision for child care.

Job Requirements:

• A Bachelor’s Degree in an appropriate discipline (i.e. Early Childhood Education, Social Sciences, Law, Economics, Public Administration, Business Administration or a related field). An equivalent combination of education and experience may be considered.
• A minimum of two years’ experience leading strategic policy initiatives through the development of legislation, regulations and/or broad-scale policies or programs.
• A minimum of one year experience managing high profile/sensitive projects and/or contract management.
• Experience providing recommendations and developing written materials for senior staff/executive.
• Experience establishing and maintaining relationships with senior level stakeholders and Indigenous partners.
• Experience leading and supervising staff in a hybrid environment.

Preference may be given to applicants with the following:

• Due to the nature of the position, preference may be given to persons of Indigenous ancestry.
• Experience engaging and consulting with First Nations, Metis and Inuit people.
• A Master’s Degree in an appropriate discipline (i.e. Early Childhood Education, Social Sciences, Law, Economics, Public Administration, Business Administration or a related field).
• Applicants with more years of experience in any of the job requirements listed above.
• Experience leading/managing project teams, including allocating budgets and performance management.
• Experience in the early care and learning sector.
• Experience leading strategic early care and learning policy initiatives from issue identification to implementation.
• Experience working with Indigenous peoples to support engagement and consultation for actions to move forward with jurisdiction.

Proviso

• Travel within BC may be required including in-person engagement with Indigenous communities.
• Valid BC Drivers License or equivalent class driver’s license from another province or jurisdiction.
