The Team:
The Lab Services, Data Management and Reporting Section (LSDMR) is a relatively new section in the Environmental Monitoring and Analysis Branch that supports the collection, analysis, management and reporting of high quality, trusted environmental information. The Laboratory Standards and Quality Assurance (LSQA) unit ensures that environmental data produced by, for or on behalf of the Province of British Columbia meets a high standard of quality and reliability. The team is responsible for:
- maintaining and updating the BC Environmental Laboratory Manual which specifies analytical methods that are approved by the Province of BC for analytical testing of environmental media;
- maintaining and updating the BC Field Sampling manual which provides guidance and instruction on environmental monitoring, quality assurance/quality control (QA/QC), and sampling methods that must be followed by authorization holders who are required to collect samples and submit environmental monitoring data to the Province of BC;
- leading auditing programs including the split sample and air audit programs; and,
- providing technical guidance, training and expert advice to scientific professionals on regulatory standards.
The Role:
The Unit Head & Senior Provincial Laboratory Specialist leads a team responsible for developing and implementing provincial environmental laboratory quality assurance/quality control (QA/QC), testing methods, and compliance and audit standards. This position leads provincial teams of government, academic and scientific professionals in the development of provincial and federal regulatory standards to accommodate new/unusual pollutants and emerging issues; negotiates formal monitoring agreements; and develops/delivers educational and training programs and publications.
Qualifications:
Education and Experience Requirements:
- PhD in Chemistry, Microbiology, Environmental Toxicology, Environmental Sciences, with at least three (3) year’s related experience; OR,
- Master of Science Degree in Chemistry, Microbiology, Environmental Sciences or Environmental Toxicology, with at least five (5) years’ related experience; OR,
- Bachelor of Science Degree in Chemistry, Microbiology, Environmental Sciences or Environmental Toxicology, with at least seven (7) years’ related experience.
- Must have a valid BC Class 5 Driver’s Licence or equivalent.
Related Experience:
- Experience in conducting a range of analytical chemistry, and/or microbiology, and/or toxicology procedures including preparation, analysis, calculation of results and documentation of conformance to performance standards.
- Experience in technical interpretation of laboratory analytical results.
- Experience in problem solving and negotiation with peer groups and customers, including negotiating or suggesting effective methods of resolution.
- Experience in leading the development of technical communications and educational materials on laboratory methods, field sampling methods, standards and/or policies.
- Experience in leading technical committees or project teams.
- Experience with laboratory and field sampling protocols including laboratory QA/QC procedures, interpretation tools and methods.
Preference may be given to applicants with one (1) or more of the following:
- Experience in the planning, development and evaluation of technical criteria and approaches.
- Experience in the evaluation of purchased laboratory equipment performance to prescribed specifications.
- Experience in the verification and implementation of environmental laboratory methods.
- Experience in providing technical advice to staff concerning methods applications and related methods performances.
- Experience in applying statistical methods and related technologies used in laboratory methods.
- Experience leading chemistry, and/or toxicology, and/or microbiology-based audits and environmental investigations.
- Experience in the development and staff training of laboratory QA/QC methods, strategies, and sampling protocols.
- Experience acting as a professional representative in work on environmental management issues with other agencies, stakeholders, and clients.
- Experience resolving contentious issues by correctly identifying interests of different stakeholder groups, the nature of issues in dispute and negotiating or suggesting effective methods of resolution.

About this Position:
There is currently one (1) permanent, full time position available.
This position can be based in any Ministry of Environment and Climate Change Strategy office. The locations listed above are to assist applicants in searching for this opportunity and are not a complete list of locations.
Depending on the successful candidate’s location, a bi-weekly isolation allowance may apply.
Flexible work options are available; this position may be able to work up to five (5) days at home per week subject to an approved Telework Agreement.
Employees of the BC Public Service must be located in BC at the time of employment.
Occasional travel to the lab in Sidney, BC may be required.
