The Team
The Workforce Planning and Reporting work unit focuses on enhancing MCFD’s ability to develop and retain employees while identifying key positions and functions that need to be filled both now and in the future. The team analyzes workforce supply and demand, addressing recruitment and retention challenges. As part of a close-knit team, their efforts contribute to strengthening MCFD’s ability to build and sustain a skilled workforce, ensuring the delivery of essential services to children, youth, and families in British Columbia.

The Role
The HR Consultant, reporting to the Senior Manager, Human Resources-Workforce Planning, is responsible for developing and implementing the branch’s strategic communications plan. This role leads communication efforts for each team within the HR branch, ensuring cohesive, effective, and responsive communication of HR initiatives, policies, and procedures across the ministry. The HR Consultant Communications works closely with the Workforce Planning and Reporting team to create communications for the Child and Family Service Sector and oversees the design, development, and implementation of professional communications products, using a project management approach and collaborating with various stakeholders.

Qualifications:
Education and Experience Requirements

  • Bachelor’s degree in Communications, Journalism, Public Relations, Human Resources, Business Administration, Public Administration, or in a related field, AND a minimum of two years related experience; OR
  • An equivalent combination of education and/or experience may be considered.
     

Years of related Experience must include each of the following:
 

  • Experience designing, developing, and implementing strategic communications plans, business plans, workforce plans, and/or strategic frameworks.
  • Experience leading large projects through all phases of the project management life cycle.
  • Experience establishing collaborative relationships with Executives and senior leaders and with external stakeholders; leading organizational change associated with new program implementation. 
  • Experience writing executive and/or corporate communications.
     

Preference may be given to applicants with experience in the following:

  • Experience presenting both virtually and in person to groups of up to 100 participants.
  • Professional experience in communications, public relations, media relations, journalism, or related field.
  • CPHR and/or Human Resource Degree, Diploma, or Certificate.

This position can be based out of any of the location(s) listed above.
Flexible work options are available; this position may be able to work from home up to 4 days a week subject to an approved telework agreement.
