The Team
The Residential Tenancy Branch (RTB) plays a vital role in supporting positive relationships between landlords and tenants across nearly 700,000 rental units in BC. With regional offices in Burnaby, Victoria, and Kelowna, the RTB offers front-line services, education, and dispute resolution to promote housing stability and fairness. The Role
The Executive Director provides strategic leadership to ensure the success of the Residential Tenancy Branch’s programs, overseeing human resources, finances, and communications. This role holds statutory authority under the Residential Tenancy Act and the Manufactured Home Park Tenancy Act to make final decisions in tenancy disputes and enforce compliance. The Executive Director is committed to fostering an inclusive, equitable, and respectful work environment, ensuring fair treatment for all partners involved.

Qualifications:
Education and Experience Requirements

  • Bachelor’s degree in law, business administration, public administration, or a related field. An equivalent combination of education, training and experience may be considered.
  • A minimum of 5 years of management experience at progressively more senior levels.
  • Experience leading and sustaining significant organizational change (e.g. implementation of new business models, service models, service delivery systems and information technology systems, handling resistance to change and facilitating implementation of successful change actions).
  • Experience establishing collaborative relationships with senior leaders across government and leading organizational change associated with implementation. 
  • Experience leading and coaching multi-disciplinary senior management teams in the development and implementation of a diverse range of transformation-focused projects.

Preference may be given to applicants with:

  • Experience working in the administrative justice sector or for an administrative decision-making body.
  • Experience in an adjudicative role.
  • Master’s degree in law, business administration, public administration, or a related field.
  • Over five (5) years of management experience at progressively more senior levels.

WILLINGNESS STATEMENT:

  • The successful candidate will be required to travel to Victoria.

About this Position:
Flexible work options are available; this position may be able to work up to 3 days at home per week subject to an approved telework agreement.
An eligibility list may be established to fill both current and/or future permanent vacancies.

Employees of the BC Public Service must be located in BC at the time of employment.
