LDB’s Information Technology (IT) team consists of 7 competency areas: Customer Experience, Infrastructure & Operations (I&O), Information Security, Enterprise Architecture, Software Services, Data Services, and IT Program Governance. Currently 5 divisions managed by IT Directors collectively are responsible for all of the 7 competency areas to deliver the IT mandate of supporting LDB’s corporate and business operations and enabling future needs and initiatives.

At present, the IT team consists of more than 260 full-time employees and includes a sourcing strategy to leverage external expertise to ensure the integrated IT team continues to deliver LDB’s strategic initiatives timely and in high quality. 

The IT department of the LDB is responsible for the entire computing infrastructure for all of the 230+ BC Liquor Stores, BC Cannabis Stores as well as LDB’s head office in Burnaby and 4 Warehouse/Distribution Centres including Delta, Kamloops, Richmond, and Victoria. IT department also manages three data centres located in Burnaby, Delta, and Kamloops.

About this role:

Reporting to the IT Director, Software Services the Senior Manager, Systems Analysis is a key member of the Software Services leadership team and is accountable for all systems analysis and related activities for corporate and business applications across liquor and cannabis retail and wholesale. The Senior Manager, Systems Analysis is focused on providing leadership and guidance to the three Systems Analysis teams in supporting LDB projects, continuous improvements, and maintenance initiatives. Within these three teams, portfolios include retail systems for both Liquor and Cannabis; Wholesale systems for both Liquor and Cannabis; and Corporate systems, spanning a large and diverse number of systems with different configurations and requirements. The Senior Manager is responsible for strategic oversight for the Systems Analysis operation as a function within the LDB; the Senior Manager is responsible for all aspects of technology, people and processes relating to Systems Analysis that supports all lines of business in the LDB.

The ability to be available to respond to telephone calls after normal business hours is required.

Position requirements:

Education and Experience:

A bachelor’s degree in information technology, computer science, business administration, or related field, with a minimum of 6 years recent, related experience*.

OR

A combination of education, training and experience may be considered; i.e., 8 years of recent, related experience* with formal course work and/or certifications in information technology, computer science, business administration, or a related field.

AND

A related certification or designation; i.e., Certified Information Systems Auditor (CISA), Certified Scrum Master (CSM) or Project Management Professional (PMP). 

*Recent, related experience must have occurred in the last 10 years and must include the following:

  • A minimum of 5 years’ experience leading teams of 6 or more IT professionals in a large (100+ employees), complex organization.
  • Experience with large scale ERP systems, MS Azure and integration of on-premise and SaaS solutions.
  • Experience in systems analysis, business analysis, product management, and solution design for integrated, large-scale business systems, preferably within retail, supply chain, or enterprise resource planning (ERP) environments.
  • Experience leading teams that support business systems and processes such as purchasing, distribution, retail, finance, audit and/or human resources.
  • Experience with digital transformation initiatives, including leading efforts to migrate legacy systems, implement new enterprise systems (on premise, cloud-based or SaaS solutions).
  • Experience managing organizational change initiatives, including planning, communication, and execution of changes related to systems and processes.
  • Experience managing vendor relationships, including negotiating Service Partner Agreements (SPAs) and ensuring compliance with Service Level Agreements (SLAs).

Preference may be given to candidates with any of the following:

  • Experience with product management, i.e., creating and managing IT product roadmaps, tracking progress, prioritization etc. 
  • In-depth understanding of DevSecOps principles, with experience integrating security into the systems development lifecycle and ensuring system compliance with IT security frameworks.
  • Experience leading change management for initiatives, projects, and/or programs, preferably using Prosci methodology.
  • Experience leading Agile or DevOps teams, with a strong understanding of Agile methodologies and their application in systems analysis.
  • Experience with IT Service Management and Operations, preferably ITIL practices.
  • Experience in unionized work environments is considered an asset.
