The Team
The Emergency Support Services (ESS) Program Unit is a dedicated team responsible for developing and maintaining the policies, processes, and tools that support the ESS Program across the province. The Role
The ESS Operational Policy Analyst role involves providing research, policy analysis, and evaluation to support policy development for the ESS Program. Responsibilities include managing small projects or portions of larger strategic initiatives. This position offers a variety of work by collaborating with different roles across the program office, contributing to the development of policies that impact British Columbians during times of crisis. It offers the chance to be part of a dynamic and compassionate team recognized for innovation in emergency support services.

Qualifications:
Education and Experience Requirements

  • Degree in business administration, public administration, or a field related to the program area AND one (1) year of related experience*; OR
  • Diploma in business administration, public administration, or a field related to the program area AND two (2) years related experience*; OR
  • Certificate or coursework in business administration, public administration, or a field related to the program area AND three (3) years related experience; OR
  • An equivalent combination of education and experience may be considered.

*Related experience must include:

  • Experience researching and drafting policy issues and conducting policy analysis.
  • Experience communicating policy or program information orally and in writing for a variety of audiences including to management, staff and partners.
  • Experience managing projects and/or project components.

Preference may be given to applicants who have any of the following:

  • Experience working in a policy-specific role within emergency management.
  • Experience working in a social program delivery organization.

About this Position:
This position can be based in any of the following Ministry of Emergency Management and Climate Readiness offices: Saanichton, Victoria, Kamloops, Nelson, Prince George, Surrey or Smithers.
This is a temporary opportunity until November 30, 2026. This position may be extended or become permanent.
Flexible work options are available; this position may be able to work up to five (5) days at home per week subject to an approved telework agreement.
Flexible work options may not be available during emergency operations response periods.
An eligibility list may be established to fill future temporary and permanent vacancies.
A Criminal Record Check (CRC) will be required.
Employees of the BC Public Service must be located in BC at the time of employment.
