Work Option:  Hybrid or Remote

Flexible work options are available, subject to an approved telework agreement; Hybrid work is available for employees residing within the Vancouver, Coast and Mountains (VCM) region and enables employees to telework from their home up to 3 days a week with in office days on Wednesdays and Thursdays. Remote work is available for employees residing outside of the VCM region in one of the approved remote locations in BC listed above. Employees working remotely will have the opportunity to visit the Destination BC office once a quarter.

PURPOSE OF POSITION

As part of the Destination Management Division, the Manager, Destination Development plays a strategic role in driving and influencing collaborative destination development initiatives across the province. This position leads all aspects of the cross-functional team that provides destination planning and development programming that engages the Province, First Nations, Indigenous Tourism Association of BC (ITBC), communities, businesses, DMOs (regional and community), sectors and other industry and business partners to develop plans and activities that will enhance BC as a destination of choice and increase the tourism industry’s long-term competitiveness. 

Reporting to the Director, Destination Development and Stewardship, this position is responsible for developing, managing and evaluating a best in class strategic Iconic development approach, that integrates destination development and management activities with place branding and marketing activities, to support delivery of Destination BC’s Invest in Iconics Strategy. Requiring a strategic mindset and exceptional relationship building and conflict resolution skills, the Manager, Destination Development works with other program areas to integrate Destination BC’s and industry’s destination development and management efforts with branding and marketing efforts. This leadership role will foster, influence and maintain strong, collaborative working relationships with a wide range of external partners including all levels of governments (Federal, Provincial, Local, and First Nations), ITBC, tourism associations (Sector and Destination Marketing Organizations), BC Chambers, and BC tourism business to deliver on the goals set out for the Destination Management division, as part of Destination BC’s Corporate Strategy. Continuing to build our proactive presence throughout BC, this position requires exceptional planning and resource management skills coupled with honed negotiation and conflict management skills to achieve best results.

As a leadership role within Destination BC, this position requires a commitment and ability to develop others and to ensure program and corporate goals are well supported and achieved.

SPECIFIC ACCOUNTABILITIES

  1. Develops, implements, monitors and evaluates program area and/or project business plans that are consistent with Destination BC’s corporate strategy, manages associated program area budget and reports on plan progress;
  2. Manages the development and evolution of planning processes for the creation and execution of long-range strategic and integrated Iconic development and management implementation plans;
  3. Develop and manage the implementation of destination development and management plans with Government, Regional, community and industry partners;
  4. Through close interaction with contracted program facilitators, regional partners and community representatives, guide the development of destination development and management plans that are consistent with Destination BC’s business priorities. Through on-going liaising with regional DMO partners and community representatives, ensure industry partners are aware of all applicable opportunities and programs;
  5. Facilitates partnership building with critical program and industry partners and integrate Destination BC core destination development efforts through alignment and integration with Destination BC’s core marketing activities, consumer advertising and campaigns, co-operative marketing programs, content generation and social media efforts.
  6. Coordinates activities with senior members of other internal departments (Global Brand & Content, Global Marketing, marketing communications, industry development, research, visitor experience, etc), execute proper evaluation processes and ensure all program deliverables are consistent with Destination BC’s strategic direction and Super, Natural British Columbia and Iconic brand platform(s);
  7. Works in partnership with Regional Destination Marketing Organizations (RDMOs) destination development program leads on aspects of destination development program delivery;
  8. Maintains positive working relationships with internal staff and external organizations such as the Regional Destination Marketing Organizations (RDMOs) to ensure positive development outcomes;
  9. Negotiates, manages and monitors contracts, evaluate contractor performance and approve or terminate contracts; this includes reviewing and approving invoices, managing and reporting on program area budget(s), and initiating and implementing procurement processes such as RFPs and RFQs;
  10. Identifies and responds to issues, drafts confidential briefing materials, submissions and other documentation with respect to the program area and policy issues to CEO, executive and ministry staff;
  11. Provides advice and recommendations to the Director on all aspects of destination development and management efforts to guide and support decisions;
  12. Provides leadership and project management support on provincial, corporate and divisional priorities and initiatives as needed;
  13. Maintains established and builds new working relationships provincially and inter-provincially with organizations, associations, other agencies, tourism industry businesses and partners that support Destination BC priorities;
  14. Anticipates the need for risk assessment, identifies areas of concern, proposes strategies to address issues; works collaboratively to resolve conflict as required,
  15. Assists with the development of activities that communicate and profile the activities and opportunities Destination BC presents through industry presentation, conferences, written communications and social media channels; including representing or presenting on Destination British Columbia’s behalf at meetings and public events as required;
  16. Consults and provides direction/advice to communities, businesses, or organizations regarding destination development opportunities; and
  17. Manages internal and external human resources including directing regular staff, auxiliary, and contracted staff with full responsibility for hiring /promoting /dismissing, authorizing overtime and representing management in the grievance process at Step 2.
  18. Other related duties as required

JOB REQUIREMENTS

  • Post-secondary education in business, tourism related field or equivalent combination of education and experience;
  • Minimum 5 years’ experience in strategic planning, industry and partner engagement, implementing and delivering broad-reaching programs and initiatives;
  • Minimum 5 years’ experience in developing and maintaining strategic relationships with diverse partners with positive results;
  • Minimum 5 years’ experience in change and conflict management;
  • Minimum 5 years’ experience communicating effectively and collaborate strategically with a wide variety of partners and people;
  • Minimum 3 years’ experience effectively managing multiple, simultaneous complex issues while still delivering results.
  • Minimum 3 years’ experience in developing and managing program and project budgets and organizational resources to deliver on goals;
  • Minimum 3 years’ experience in leading, coaching and mentoring staff;
  • Ability to travel within British Columbia, as required
  • Preference for candidates with experience working with Indigenous communities
