Salary range for the position is $106,026 to $152,413. Interior Health establishes salaries within the minimum and maximum of the salary range based on consideration of the qualifications, experience of the applicant, and an internal equity review of the salaries of other employees.
How will you make an impact?
The Manager, High Acuity Response Team (HART), is responsible for hiring and managing the clinical performance of HART Registered Nurses (RNs) and providing oversight to ensure the program is delivering high quality, evidence-informed patient care. The Program Manager is also responsible for monitoring service delivery to ensure that all HART bases consistently meet the goals and objectives of the program. The Program Manager is also responsible for managing a program of Continuous Quality Improvement (CQI); development of practice standards, policies and procedures; continuing competency validation for HART RNs and Respiratory Therapists (RTs); and budget oversight.
The Program Manager networks and collaborates with a wide range of individuals and interest groups both internal (e.g., Clinical Networks) and external (e.g., BC Emergency Health Services) to the Health Authority. The Program Manager manages complex projects and serves as a regional resource and leader, representing Interior Health as required on provincial working groups, and working collaboratively toward system-wide improvements in the delivery of high acuity transportation services.
This position requires significant travel across the Health Authority and participation in a rotation to provide weekend and statutory holiday leadership for access and flow activities.
What will you work on?
• Works in a co-management model with the HART Base Managers to hire, orient, develop and manage HART RN performance.
• Oversees the day-to-day operations of HART patient transfers and deployments to provide site support to rural and remote hospitals.
• In collaboration with the HART Base Managers, HART Clinical Practice Educator, and HART Medical Directors, observes and evaluates frontline clinical practice to determine the need for staff development and performance management. Partners with the HART Base Manages for annual staff performance evaluations.
• Works with individual staff members and their site manager to identify a learning plan that meets practice standards and addresses the self-identified learning needs of staff members. Periodically reviews the plan and makes adjustments to meet established learning objectives for professional growth and development.
• Demonstrates expertise and provides clinical leadership in evidenced-based practice to staff, patients, and families by methods such as reviewing literature in the specialty area, consulting with experts, collaborating with members of the interdisciplinary team, and observing and evaluating front line clinical practice to ensure compliance with program standards.
• Leverages and/or develops surveillance tools to track and trend key performance indicators and program deliverables.
• Manages a program of Continuous Quality Improvement (CQI) to identify opportunities to improve service delivery and achieve a consistent standard of service at all HART bases.
• Establishes and conducts regular audits of HART activities in the hospital and transport environments – including reviews of patient care documentation and the maintenance of records and statistics related to continuing education activities and clinical certification requirements.
• Works closely with clinical leaders, partners and other interested parties across IH and external agencies to identify, recommend, develop, implement, and support strategic programming initiatives.
• In collaboration with the HART Base Managers, Patient Care Coordinators (PCCs), Medical Directors, RT Professional Practice Leads (PPLs), and Clinical Practice Educator, develops and reviews standard operating procedures, policies and procedures, staff orientation, and other staff development materials, and ensures processes are in place to familiarize staff to them.
• Provides leadership and direction to the HART Clinical Practice Educator to ensure staff are familiar with established policies, procedures, and standards of care. Utilizes educational resources such as self-learning and teaching modules to ensure staff are able to demonstrate the integration of knowledge, skill, and competencies in order to meet the needs of patients in the high acuity transport environment.
• In collaboration with the HART Clinical Practice Educator and HART Medical Directors, develops, implements, and evaluates a core curriculum and orientation program for HART clinicians.
• Responds to patient care issues and public concerns in a collaborative, supportive, and goal-oriented manner, and facilitates communication to affect positive outcomes. Empowers staff to assume responsibility for appropriate clinical practice and patient care decisions that are consistent with professional standards.
• Utilizes a continuous quality improvement process to monitor policies, procedures, and standards that have been developed and implemented in response to identified patient care needs in the high acuity transport environment. Ensures timely follow-up and documentation of issues with appropriate managers, clinical partners, and the Professional Practice Office as required.
• Tabulates, analyzes, and monitors program performance and uses this data to make recommendations for performance improvement.
• Works collaboratively with clinical experts internal and external to IH, and with the interdisciplinary team to enhance HART clinical practice and service delivery.
• Makes recommendations to the annual HART budget, monitors variance analysis, and implements remedial action as required.
• Participates in High Acuity Patient Transportation research projects.
• Leads and coordinates an annual Continuing Medical Education (CME) conference for HART clinicians, HART Medical Directors, Transport Advisors, and external parties.
• In alignment with IH’s Occupational Health & Safety Program, maintain a healthy and safe work environment through complying with and implementing applicable Occupational Health and Safety Regulation, responding to requests from WSBC, identifying hazards and communicating risks, ensuring compliance with employee training, conducting effective incident investigations and implementing required corrective actions.

Qualfications
Education, Training, and Experience
Baccalaureate Degree in a health related field, Masters Degree preferred.
A minimum of five (5) to seven (7) years recent, related experience with three years in a management/administrative position.
Or an equivalent combination of education, training, and experience.
Previous experience in critical care transport considered an asset.
Current practicing membership with the relevant professional association.
