Position Description:

The Cybersecurity Manager is responsible for several key functions within the Payroll Services Centre’s (PSC) security and fraud management team, including dashboard production, project security, cybersecurity project management, internal and external awareness training, and identity and access management. The manager is the PSC’s Security and Fraud Management Officer (CISO).

This position requires strong communication, teaching, leadership, and cyber knowledge to fulfill various responsibilities. The PSC processes payroll for several thousand businesses across Canada and is therefore a critical operator for the Canadian economy.

Your future duties and responsibilities:

– Strategic cyber and fraud dashboards;
– Business process security, project security, sales support;
– Cybersecurity and fraud prevention projects;
– External and internal communications;
– Internal and external training and awareness-raising, phishing simulations;
– Identity and access management, periodic access reviews.

Cyber ​​and fraud dashboards
– Design, implement, maintain, and improve security indicators and dashboards;
– Present relevant dashboards to various stakeholders (partners, senior management, operational teams, IT, CGI, auditors, etc.).

Business process security, project security, sales support
– Analyze business processes and propose cybersecurity and fraud management improvements when appropriate;
– Provide an advisory role to operational and business teams on cybersecurity issues;
– Support the sales process by, for example, answering prospects’ security questions;
– Participate in IT projects to provide expertise and develop security and fraud management deliverables: project risk analyses, security recommendations, architecture validation, participation in strategic project decisions, security test plans, project vulnerability monitoring.

Cybersecurity and Fraud Control Projects
– Coordinate the execution of security projects executed within the CSP: expressing needs, validating strategic directions, contributing to implementation, validating deliverables, etc.

External and Internal Communications
– Participate in the strategy and plan for external and internal communications in security and fraud management;
– Develop communications content with the communications team and partners, then coordinate their distribution.

Internal and external training and awareness, phishing simulations
-Participate in the strategy and plan for external and internal awareness and training in security and fraud management;
-Develop awareness and training content with the communications team and partners, then coordinate its distribution;
-Contribute to security and fraud management training for Payroll Services Center employees: induction sessions and periodic sessions;
-Coordinate with the Canadian CGI team for phishing simulation campaigns.

Identity and access management, periodic access reviews
-Participate in the development of the identity and access management (IAM) strategy and program;
-Improve IAM processes and tools: granting access and privileges, access reviews, managing segregation of duties, managing privileged access, managing roles, authentication policies and services, etc.;
– Contribute to the definition and formalization of the CSP’s main roles;
– Contribute to the validation of sensitive access requests;
– Coordinate the periodic review of privileged and user access.

The cybersecurity manager may also intervene or carry out any related tasks assigned by their manager.

Required qualifications to be successful in this role:

-Bachelor’s degree in risk management, cybersecurity, computer science, or related disciplines;
-Minimum eight (8) years of experience in risk management or cybersecurity;
-Excellent written and verbal communication skills. Ability to communicate with technical, non-technical, senior management, and operational audiences;
-Strong analytical, writing, communication, and articulating complex concepts;
-Leadership skills to successfully complete projects requiring the mobilization of multiple teams;
-Team management skills (two intermediate profiles supporting the position, with no direct reporting relationship);
-Fluent French (written and oral) required; functional English required;
-Ability to work under pressure in a critical environment;
-Strong organizational, planning, and priority management skills;
-Ability to anticipate risks and propose concrete solutions;
Strong autonomy while working effectively in a team with rigor and diplomacy.
