Salary range for the position is $116,591 to $167,600. Interior Health establishes salaries within the minimum and maximum of the salary range based on consideration of the qualifications, experience of the applicant, and an internal equity review of the salaries of other employees.
How will you make an impact?
The Director, Leasing & Partnerships is responsible for managing specific strategies and processes related to Leasing, Partnerships, Land Management, and Real Estate Services. The Director is also responsible for the overall strategic development and maintenance of relationships with external partners. This will include other health authorities, provincial organizations and private sector operators, with whom we develop service-related relationships.
A significant focus of the Director, Leasing & Partnerships is negotiating and maintaining lease arrangements as both the lessee and lessor. These arrangements are inclusive of leasing out space within IH facilities, rental of holding properties (land and building), and leasing commercial space for the provision of IH services. Many of these arrangements are strategic in nature and require the application of business principles to create solutions, and a consultative approach to achieving the desired outcomes.
This position provides leadership and direction to ensure that all assigned projects are developed, implemented and delivered in accordance with the requirements of the department. The Director provides the leadership and expertise required to ensure that projects and activities are carried out in a timely effective manner. Many of these arrangements are strategic in nature and require the application of business principles to create solutions, and a consultative approach to achieving the desired outcomes.
What will you work on?
• Recommends, develops and maintains policies and procedures on how IH develops and acts upon business opportunities.
• Develops business cases and manages the negotiation and close of agreements for space, services (including childcare and housing), and land. Efficiently and resourcefully analyzes and resolves problems utilizing negotiation, group facilitation, and conflict resolution skills. Implements plans for resolution.
• Liaises and negotiate with senior leaders to facilitate standardization and coordination of both space and land utilization, leasing, childcare and housing needs across IH. Apprises senior leadership of issues that will have an impact on existing or planned operations and develops recommendations.
• Acts as a liaison for First Nations and external consultations and coordinates First Nations land and development relationships and partnership.
• Oversee issues and opportunities impacting Interior Health programs, facilities and infrastructure, and recommends strategies and goals for the acquisition, disposition, assembly and ongoing strategic and operational management of land through a comprehensive Land Management Framework.
• Ensures appropriate and timely communication to senior leaders on the performance and strategic intentions of existing and future physical space utilization, leasing requirements and business opportunities. Oversee development of land requirements for site and community planning and acts as real estate liaison/linkage to land requirements for Master Site Planning initiatives.
• Establishes and utilizes systems, policies and procedures to manage, assess and monitor physical space utilization, leasing requirements and business arrangements.
• Represents IH with other health authorities, provincially and nationally on business development and other issues. Represents Interior Health at a variety of external functions including participation on external task forces. Community liaison to neighbourhood associations, business groups, non-for-profit groups, other government, municipal agencies, etc.
• Creates and manages strategy and environment for large-scale transformational change encompassing human and financial resources, organizational structure, and culture along with appropriate leadership development to support change.
• Anticipates, plans and integrates work activities to accomplish goals and objectives related to land assembly, zoning, subdivision, environmental/hazmat or geotechnical assessments, including identifying, negotiating and preparing statutory right of way and easement agreements, as well as land lease agreements.
• Develops and administers resource plans to ensure effective utilization of resources. Participates in the establishment and verification of project budgets and manages consulting contracts for property acquisition and development.
• Manages the communications and political considerations around business development and decisions impacting IH and other health Authorities. Serves as media spokesperson for IH on specific issues as appropriate.
• Leads and facilitates all stages of project planning (on multiple projects) to ensure cost effectiveness, adherence to industry standards/codes and consistency with technical, scope of work and functional program requirements. Provides strategic and project reporting and quality control.
• Supervises staff, including establishing goals and objectives, delegating work assignments, monitoring and evaluating performance, providing orientation, training, coaching and development, and managing discipline up to and including termination.
• In alignment with IH’s Occupational Health & Safety Program, maintain a healthy and safe work environment through complying with and implementing applicable Occupational Health and Safety Regulation, responding to requests from WSBC, identifying hazards and communicating risks, ensuring compliance with employee training, conducting effective incident investigations and implementing required corrective actions.

Qualfications
Education, Training, and Experience
• Masters in Business Administration or similar post graduate level qualification, or a recognized accounting designation (CA, CGA or CMA).
• 7 to 10 years public sector experience, preferably health care
• Project Management qualifications and/or experience in land management, real estate, business development would be an asset.
• Valid class 5 Driver’s license required.
Skills and Abilities
• Knowledge of the commercial real estate industry, including land purchase, disposition and leasing.
• Knowledge of lease and contract law.
• Knowledge of computer project management software and real estate/leasing management systems.
• Knowledge of project management theories, principles, practices and processes.
• Ability to interpret legal land drawings.
• Ability to establish Project Budgets.
