Metrolinx is an agency of the Government of Ontario and our goal is to create a transportation network that enhances the prosperity, sustainability and quality of life for the Greater Toronto and Hamilton Area. We lead planning in the region with a Regional Transportation Plan that guides the work and investments of the organization. This includes building light transit, bus rapid transit and Regional Express Rail, as well as operating GO Transit, UP Express and PRESTO.

The Senior Manager of Client & Vendor Relations leads the team of Procurement Advisors who provide procurement planning and execution support for the business units, manages the vendor development and performance management program, and manages the Annual Procurement Plan. This includes improving internal and external customer satisfaction by managing communications with vendors, being a single point of contact for business unit staff requiring assistance with the procurement process, identifying strategic sourcing opportunities, and managing the system that assesses and documents vendor performance.

Key Responsibilities:

  • Is a central point of contact to provide advice and support to business units regarding procurement policy, sourcing, procurement process, and contract and vendor management

  • Liaises with vendors and collaborates with business units to maintain vendor relationships and vendor governance that supports day-to-day business operations

  • Manages the relationship and leads meetings with internal clients, vendors, and industry associations to discuss performance, processes, tools, capacity, training, and to continuously improve

  • Maintains knowledge of relevant policies, procedures, legislation, trade treaties, and regulations

  • Categorizes vendors based on spend, risk, and strategic and operational importance

  • Manages the vendor master data file process

  • Manages the corporate Vendor Performance Management system, including governance, vendor scorecards, reporting, and system performance

  • Evolves to maturity a Vendor Relations Management program which leverages the Vendor Performance Management system and includes establishing relationships with key vendors at the executive level

  • Leads the Vendor Conflict of Interest adjudication team with participation from business units and Legal

  • Develops the Annual Procurement Plan using input from business units, and measures planned and unplanned procurement activity

  • Collaborates with business units, Legal, and other departments within Procurement Services

  • Supports the contract management function when and as required to resolve contractual disputes and claims

  • Develops and implements the department's strategic vision; establishes objectives and budgets

  • Establishes overall direction; develops and manages longer-term departmental goals

  • Manages a team of professionals though oversight and guidance of their roles, responsibilities and skills development

Qualifications:

  • Undergraduate university degree. A technical or business discipline is preferred.

  • 10+ years of progressive experience in Procurement and Sourcing including at least 5 in a management role, and leadership in governance, systems, process, compliance, and continuous improvement activities

  • Experience in managing complex, high dollar value procurements including construction and engineering services is an asset.

  • Professional Supply Chain certification (e.g., SCMP, CSCP, CPSM), is preferred
