The Ministry of Citizen’s Services is responsible for Information Communication Technologies (ICT) vision and strategy to support the economic, health, education and public safety of British Columbians. The Information Communication Technologies Division provides leadership and expertise for the expansion, coordination and provisioning of telecommunications services, vendor management, innovation, and technology that enable the digital transformation of government work environments and communities in every corner of the Province. The ICT Division delivers on this mandate through its Strategic Initiatives, Network BC and Deal Management Offices.

Reporting to the ADM for the Division, the primary purpose of this position is to provide budgeting, financial management, reporting and business administration for the Division.

This position performs three functions:

  • Financial Management – directs the financial aspects of large complex agreements and negotiations, and responsible for Division financial management.
  • Business Administration – directs business administration services for the Division, including financial management (i.e. budgeting, forecasting, Division contracts), human resource support and office administration.
  • Reporting (Financial and Business) – produces financial and business reports required to manage Agreement commitments and demonstrate value to stakeholders.

    JOB REQUIREMENTS:
    In order to be considered for this position, your application must clearly demonstrate how you meet the education and experience as outlined below: 

    Education:

    • Professional accounting designation (CA, CMA, CPA or CGA) or equivalent; OR
    • Bachelor’s degree or diploma in business administration, procurement/contract management; OR
    • Financial Management Certificate and a minimum of seven (7) years’ experience that includes budgeting, financial management and contract management.

    Experience:

    A minimum of three (3) years’ experience is required in each of the following:

    • Contract financial management, including procurement, contract analysis and reporting for business decision support.
    • Financial modelling using large amounts of complex data for analysis, management, data manipulation and troubleshooting.
    • Budget development, forecasting techniques, and proficiency with financial statement analysis and projection and general economic modeling.

    Preference may be given to applicants with the following:

    • Professional accounting designation (CA, CMA, CPA or CGA) or equivalent.
    • Experience working in a public sector environment.
